The 3-Tiered System

Colorado’s three-tier system ensures safety and compliance, enables variety and choice, emphasizes responsible consumption, and empowers state and local governments.

DTC – Know the Whole Story

DTC shipments of alcohol create numerous problems. Underage consumption, non-payment of taxes, issues with quality control, counterfeit product and more create public health, and public safety issues. DTC harms small businesses including your local independent liquor stores.

Retail to Retail Sales

Allowing retail liquor stores to sell directly to restaurants and bars will undermine wholesaler accountability, product safety, pricing stability, and the integrity of the regulated three-tier system. Retailers generally lack the delivery infrastructure, traceability systems, and compliance oversight that wholesalers provide—leading to higher risks of spoilage, tax issues, and administrative burdens for both businesses and regulators.
